This is an Event-exclusive Npc, and its stay is limited, but don't worry, it returns periodically.
Its forging ability allows it to create "Defence Evolution Minerals" and "Attack Evolution Minerals", which can be used to subsequently create Enriched Elunium and Enriched Oridecon respectively.
